Amatola Water Modelling

This assignment involved the updating of the Regional Water Utility Model developed for the Department of Water Affairs to model and report on the financial implications of a proposed expanded mandate for Amatola Water in the Eastern Cape.

DWA Legislative Review

PDG in consortium with Pegasys Strategy and Development (Pegasys) was appointed by the Department of Water Affairs to review its Water Legislation in light of recent policy and legislative changes that had impacted on the roles and responsibilities of local government. The review focussed on the following three pieces of legislation; The National Water Act 36 of 1998, The Water Services Act 108 of 1997 and The Water Research Act 34 of 1971. This project was however stopped by DWA mid way during the project process.

Knysna Bitou Water Assessment

PDG was subcontracted to Aurecon to assist with the compilation of a feasibility study for the regional integration of the bulk water supply systems of the Knysna and Bitou Municipalities.

Municipal Benchmarking Initiative 2

PDG is part of a team facilitating and managing a Municipal Benchmarking Initiative for Water Services in South Africa. This involves gathering and analysing data on the performance of Water Services Authorities, and providing knowledge sharing support to facilitate performance improvement. PDG’s primary role is in running City Working Groups, groups of expert practitioners from the nine  cities that meet to share best practice and discuss performance.

RAITH Foundation Research on Water

PDG has been appointed by the RAITH Foundation to conduct a research on an overview of water issues in South Africa and the systemic factors related to their problems. This is the first stage of the review for the RAITH Foundation and will help inform their approach in funding projects in the water sector in the future.

SALGA Alternate Service Delivery Mechanisms Project

PDG in partnership with its associates Dr Rolfe Eberhard, Maluti GSM, Partners in Development, Amber PSC and Moedi Consulting were contracted by the South African Local Government Association (SALGA) to undertake a study to understand the trends in respect of municipal decision making regarding water services provision delivery mechanisms, decision making processes followed by municipalities, the implementation of council decisions and the effectiveness of the preferred service delivery options. These trends were determined through a range of case studies focusing on a range of WSAs. The ultimate objective of the study was to make recommendations regarding how Local Government should respond to the issue of implementation of appropriate service delivery institutional arrangements.

Urban sanitation review in SA

PDG has been appointed by the Water Research Commission to conduct research of the challenges and constraints associated with the provision of urban sanitation in South Africa. The study aims to conduct detailed analysis of what is happening on the ground in order to present future requirements for urban sanitation interventions.

Urban Sanitation Review 2

PDG in association with the Isandla Institute and Isidima Design and Development  has been appointed by the Water Research Commission conduct research to determine a Sanitation Game Changer for the Western Cape. This study includes the review of the land, finance, institutional, community and technical aspects in order to determine interventions  that would enable an acceleration in the provision of sanitation to all households in the Western Cape.

WRC Community Based Service Provision

The Water Research Commission commissioned PDG in collaboration with Mvula Trust to develop a Strategy for the Large Scale Roll-Out of Community-Based Service Provision. The initiative was based on the understanding that there is wide-spread support for community-based service provision in South Africa but that this is not adequately supported with two outcomes: firstly, the impact at community level is not felt sufficiently and, secondly, the overall effectiveness of water supply arrangements is compromised.

Water for Growth & Development Framework

PDG was appointed by the Department of Water Affairs and Forestry to co-ordinate the technical content of the WfGD framework. PDGs role included reviewing and improving upon the draft Water for Growth and Development Framework document. PDG was requested by DWAF to source technical experts in the various fields identified by DWAF. The experts were required to submit technical reports as per brief from DWAF. These reports were consolidated into the revisions and improvements of the WfGD. PDG then convened a workshop to allow for DWAF senior management and the technical experts to engage and give further inputs into the WfGD framework, based on the salient points of the sector specific key messages papers, as well as identifying the way in which the process should move forward.
